-Summary

The Proposal Manager will be responsible for leading and coordinating the development of competitive, technically sound and commercially responsive proposals for utility-scale solar photovoltaic (PV) and Battery Energy Storage System (BESS) projects.

The selected candidate will oversee the work of Proposal Engineers and coordinate multidisciplinary teams to ensure that technical, commercial, estimating, scheduling, procurement, contractual and financial inputs are fully integrated into comprehensive proposal packages.

The role will involve managing the entire bidding process, from opportunity identification and proposal planning through final submission, client negotiations and handover to the project execution team.

.Main Responsibilities

• Lead the complete proposal development process, from opportunity launch and bid/no-bid decisions through final submission, client clarifications, negotiations and project handover.
• Coordinate and supervise Proposal Engineers and other contributors, ensuring timely and accurate completion of deliverables.
• Develop and maintain proposal execution plans, responsibility matrices, bid schedules, document registers and review milestones.
• Review Requests for Proposals (RFPs), Requests for Quotations (RFQs), technical specifications and contractual requirements.
• Define and manage the overall bid strategy, aligning technical solutions, pricing, schedules, execution approaches and project risks.
• Coordinate with Engineering, Business Development, Procurement, Construction, Legal and other departments.
• Oversee the preparation and integration of project scopes, cost estimates, construction schedules, technical solutions, assumptions, exclusions and clarifications.
• Lead proposal kickoff meetings, progress reviews, risk assessments and estimate reviews.
• Identify and manage proposal risks, including scope gaps, contractual deviations, pricing exposure, schedule constraints and procurement risks.
• Coordinate with suppliers and subcontractors to obtain quotations, evaluate proposals and confirm technical and commercial compliance.
• Ensure compliance with client specifications, internal approval procedures, regulations and industry standards.
• Review proposal documentation for accuracy, consistency, competitiveness and professional presentation.
• Support client presentations, clarification meetings, contract negotiations and best-and-final-offer submissions.
• Manage proposal workloads, priorities and resources across multiple concurrent opportunities.
• Lead the transition of awarded projects from the proposal phase to the construction execution team.
• Develop and improve proposal templates, estimating tools, databases, historical cost information and best practices.

-Working Hours: Monday to Friday, 8:00 AM to 5:00 PM (including a 1-hour break).

-Desirable Experience:

• Previous experience with utility-scale solar PV and BESS EPC projects in the United States.
• Knowledge of AutoCAD, PVcase, PVsyst, Primavera P6, Microsoft Project and estimating software.
• Experience with quantity takeoffs, bid leveling, conceptual estimating and supplier/subcontractor proposal evaluations.
• Knowledge of grid interconnection, permitting, environmental requirements and utility coordination.
• Experience supporting contract negotiations and technical or commercial clarification meetings.
• Previous experience leading or mentoring Proposal Engineers and proposal teams.

Requirements

• Bachelor's Degree in Civil, Industrial, Electrical or Mechanical Engineering, Construction Management, Renewable Energy, or a related technical discipline.
• Minimum 2 years of experience in proposal management, proposal engineering, estimating, preconstruction or similar roles within the renewable energy sector. Experience with Photovoltaic Plants of 50MW or more.
• Experience coordinating multidisciplinary teams and managing complex technical and commercial proposals.
• Strong knowledge of utility-scale solar PV and Battery Energy Storage System (BESS) technologies.
• Understanding of EPC project delivery and construction execution methodologies.
• Experience with cost estimating, scheduling, procurement strategies, subcontractor scopes and project risk assessments.
• Ability to review commercial terms, contractual requirements, technical specifications and risk allocation provisions.
• Strong leadership, organizational, analytical and decision-making skills.
• Experience managing multiple proposals and meeting demanding deadlines.
• Excellent written, verbal and presentation skills.
• Advanced proficiency in Microsoft Office, particularly Excel, Word and PowerPoint.
• Familiarity with proposal-tracking and document-management tools.
• English: Advanced / C1 level.
